You could try the Ebay Vehicle Status Report but it costs £8.99 and see what happens, without the registration they probably can't do anything.
Whoever it is, he wants a good shafting.

First of all I want to thank you for your interest in my vehicle: BMW Z SERIES Z4 2.5 SI SPORTS ROADSTER 2007
There are no issues with this vehicle, she has been diligently maintained by a careful dealer and has been regularly serviced, it has full service history (24,500 miles) and HPI clear. The vehicle is being stored in Hillingdon, Middlesex. The final price that I want for this vehicle is £ 4,250 (including shipping and handling). I'm selling it because I've just moved abroad.
