If it's bad then you need to take out the headlamp unit, blow it out and put it somewhere warm for a while to dry properly.

Make sure that the back cover is re-sealed properly with silicone sealant. Make sure the splash guard is in place..

This has just cost me £140 to fix at an indy. The result of a little f***er at Halfords Bromborough not putting the back cover back on properly.

I solved this with a new cover,

pick a dry day and get a hairdryer blowing into the lamp from the back when it is dry make sure you fit the cover correctly not pinching the seal

mine had previously been sealed up with silicone and was a pain to get the cover off and it wrecked the seal
 
There's no need to use silicone sealer. All you need is new covers for a few £'s and ensure you don't trap any wires in when locking the back on. I haven't even bothered with new covers, just turned the seals around and after 13 years they havn't leaked despite being opened and closed dozens of times

With silicone you've a mare to open the back for something as simple as a bulb change
 
As CJ said,fit a new back cover once the light has dried out.Leave the silicone for the shower sealing.
