It's the same here in Spain. When I first got here I inadvertently parked where I shouldn't have, when I came back to the car a couple of local policemen where hovering around my car, when I couldn't prove that I was a resident they demanded 50€ cash and if I couldn't come up with it they would order a tow truck to take the care away! Luckily there was a cashpoint right in front. I do understand why they do it though, I guess many non residents in the past probably just ignored the ticket and left the country and to be fair they gave me an official receipt / paperwork.
 
My recommendation to carry a little cash is just pragmatic. I've only once been fined in 30+ years of driving in France
butI'd rather have enough to pay & move on than endure additional drama.

Just be prepared - some of this stuff is a legal requirement in France & from experience they do check foreign plate cars if they are bored (lived there for 3 years).

Small villages have their own rules & we see checkpoints pretty regular.

Have a bulb kit (any kind will do - they dont check that hard) / hivis vests / triangle & you should be fine.

They are ignorant b&stards though & like to ignore any traffic rules whenever possible. In our tint village of maybe 300 people, we see cars in the ditches on a weekly basis that have come off the road.

Fines for foreigners tend to be paid on the spot - have a spare 200 euros just in case (cash).

If you use the motorways, be prepared for toll points every few miles - pain in the arse if you are alone in a RHD vehicle.
