Driver airbag fitting

Is it normal for a driver's airbag to be moving upside down a little bit when used a little force? What is the range of possible motion? Maybe none? Is your airbag holding still like a glued one?
 
On the E85 ,the steering wheel air bag is held firm by spring clips.Do not drive the car with a loose airbag.
Disconnect the battery and investigate,if you are unsure get it looked at by a expert.You don't want it going off by accident.
