Anyone able to tell me if changing headlights and foglights on 2003 z4 requires a conversion kit?

Depends what you mean by a 'conversion kit' mate.
They'll require the bulbs obviously, and then you will also likely need adaptors to fit the bulbs into your head light unit.
I've changed the low beams in my Z4 with very little effort. Was basically just like changing a bulb. Haven't done the fogs mind.

Well LED lights aren't explicitly illegal as a lot of modern cars are fitted with them. You're not technically allowed to fit LEDs as an aftermarket upgrade unless the bulb and unit are marked with the EU mark.
In my case, my aftermarket units are but my bulbs aren't. However, my bulbs produce a good pattern and so unless the MOT guys are having a bad day they're unlikely going to fail it on the pure fact that they're aftermarket LED.
My Headlight units are also marked for legal use so realistically they'll notice the white light, hop out and check the Headlight units for the correct markings and then check the patterns and pass it (or they have done in the past).

I didn't need any as it turned out. The guy does sell clips for OEM Z4 headlight units though but I have aftermarket units that didn't need them in the end
I have LED headlight bulbs with the fans on the end. Been through an MOT and no issues. I did have to buy the clips to attach them. I had mine from aliexpress.
