I noticed my nearside headlight was looking a little damp so had a look behind the wheel to check whether it was sealed properly to noticed this

The whole nearside wheel arch lining is looking very sorry for itself with missing clips, cracked plastic and obviously the missing cover - it looks like something (maybe the wheel) has snagged/rubbed it before I bought the car.
Apart from the obvious missing panel and damage to the lining, should there be any other sort of sealed housing that goes on the back of the headlight to keep water out? Now I have water and dirt inside my headlight what is the best way of cleaning it out?
