Am confused with the array of available OBDII/ELM327, etc. code readers. Which is best?

Is a hand-held device better than a link to the laptop?

I'd like to be able to read any fault codes and to delete them if possible. Not that I have any at the moment!

Which is better, I don't know, but I use an obd2 with my laptop

I have app on iPhone with wifi cable connected to diagnostic port, can read codes put if you want to delete the best way is to get sssv32, INPA and DISv57 software and hook car up to laptop.
