Changed intake air filter, Question

I've changed it before. But today was the first time I noticed a secondary filter that sits above the big one. Nothing shows in realoem other than the two big parts of the air-box it's self. As it's getting dark out. I didn't look real closely. But it looked to be permanently attached to the top. Can any one give me a clue as to whether it's serviceable or not.

It's not serviceable, except by replacing the entire assembly. It's emissions related, IIRC, it captures evaporative emissions from leftover fuel that occur when the engine is freshly shut down and holds them in an activated carbon matrix. When the engine restarts, they are released and burned.
 
Upon further research. That's what I found to be the case. Which also explains why all the non-US members were probably scratching their heads wondering what I was on about. Maybe the restriction caused by this filter is why the US si engine is down 5-10 HP from the European model. so into the bottom drawer of the tool chest it goes.
