It does sound a little unfair, “but a bird in the hand” to coin phrases, perhaps the OP should have left a deposit to hold it until after the inspection, I’m sure there will be another one for sale soon, can the inspection be cancelled or put on hold for a later time?
 
I've been in your situation before, trying to buy a car that was miles away and not being able to make the journey myself because of restrictions. Last time I bought a used car from another city, I stayed put and arranged for a transporter to collect it and deliver to my driveway. It felt odd not seeing the car in person, but getting good photos and a real-time video chat with the seller gave me some peace of mind. The delivery went smoothly and was actually cheaper than what I initially expected for the distance.

If you go this route, you'll find companies out there with lots of experience moving cars all over the country, and it really is hassle-free compared to trying to do pick up runs yourself, especially with restrictions or long distances. I ended up looking into A1 Auto Transport back then as they handle just about any type of car move, and seeing their reputation and insurance options made the decision easier for me.
