Did they say why it took so long?

Contract (Civil) Law cannot subvert Criminal (Statute) Law. If they've acted unlawfully then no contract to suppress your evidence to that effect can be enforceable.
 
For older cars possibly 20 yrs old you are going to get very little warranty value, you need to check it out thoroughly yourself, take you own expert if needed, then be responsible for your own decision. Wether it’s a dealer or a private seller they have to be truthful, if they tell lies or falsify information they are liable.

I’ve bought many cars privately and off dealers, occasionally I’ve paid too much, never bought a bad one
