The centre console caps have missing tabs but still can be used with a bit of double sided tape or silicone.

The reason I ask is that one just like that was hanging out of my E86 front bumper.

Yours might be from the spring loaded bonnet buffer stop/ejector - I found the spring from my broken ejector in the same place.
