Could be any of the following;
Connector for levelling motor has become detached from back of headlight, have seen it a few times.
Actuator rod on end of motor has become detached.
Motor has seized (can be replaced seperately)
Access to check all of these can be done without removing the headlight..

Thanks - I have tried my best to figure it out - I've had a look behind from inside the wheelarch and it's not obvious. I have tried independent garages but they weren't willing to have a look at it and fobbed me off a bit. I could take it to Sytner (there isn't a BMW dealership in Nottingham other than them) as I expect they will have a better understanding of the likely issues but I don't want to end up with a bill for £750 for a new headlight!

Does it use the same leveling system as the E46? If it does have you checked the little arm that's connected to the wishbone? If it's become detached or is broken (might be able to test with a multimeter) then this could be the issue.
