That’s what I thought - but I read somewhere that there is a SIM card in the system, implying that even with no Bluetooth to a nearby phone it should work. Of course it’s not the done thing to waste emergency services’ time by playing with buttons.

Yes it does have a built in IMEI identity aka ‘sim’ so does not need a user’s phone..
