This is a Keyless start attack I think. Basically the guy is using the owners key to start the vehicle from inside the house.
The deflector the guy is carrying acts as a receiver and/or transmitter for the key and effectively boosts the signal between the car and the key.
No OBD access needed. Only issue is car will be able to be driven once and once only as they would be unable to restart.
