Bloody DVLA - Advice please?

So, at the end of June, my mum was away on a long holiday.

She received a call from her bank's anti-fraud dept, saying there had been suspicious transactions attempted on her card. Turns out they think it had been skimmed. So as a security precaution, they were going to transfer her money etc into another of her accounts, with a different number and monitor the old one. As she had a card for the other account with her, this didn't cause her any problems. She enquired about the only two direct debits she had on the account, and was told she'd need to contact the originator and change the mandate - now onto the fun bit..

The two direct debits in question, were for the tax on their cars, so you'd think it was a simple matter of either going online or ringing the DVLA to change the details right? After all, you can tax the car online...

So she has a look on the website, no info at all about changing bank details, so a phonecall to the DVLA and it transpires that the ONLY way to do this, is to queue at the post office, and get a form (they no longer have them out for you to get) then fill in a form for each vehicle and pass it back to the post office! You cannot simply download the form and return it to the DVLA.

So, as she was away for a further few weeks, and the cars were at home in the garage, she thought she'd SORN them - Wrong, can't do that without the V5C references, and the V5C's were back at home in the safe, to which they had both keys...


So, she got back last week, by which time, there were letters from the DVLA saying the DD had been cancelled, and the cars were no longer taxed, so she pops online and taxes them both. Job done you'd think? Nope, this morning she gets a letter for each car from DVLA, saying she needs to pay a penalty of £80 PER VEHICLE plus back tax for the time they were in the garage... The letters end, in capitals "YOU CANNOT DISPUTE THIS BY PHONE OR ONLINE" and helpfully DOESN'T tell you how you can dispute it.

So I now have the task of wording the appeal letters, because they don't have the "usual" systems in place for changing bank details FFS...

I had all this recently, fortunately I got someone helpful at the DVLA who explained you cant just change the dd its got to be canx apparently. However they don't canx the tax till the end of the month (you have paid for the full month). Then on the 1st of the next month (not before or you pay tax twice for the 1st month) you start a new year of tax on a new direct debit from your new account. CRAZY!!!

Bloody ridiculous system, why can they not operate DD's in the same way as every other company, oh I know, because they can do what the hell they want, including charging twice for the month in which a car is sold! (I saw something last year that estimates this little "trick" nets them an extra £16 million a year!)

totally agree with everything you just said. the bank (transferring accounts) could sort out everything else for us but not the bloody DVLA. I made the point to lady I spoke to at the DVLA and she acknowledged they get a lot of calls/complaints about it. Must tie up an awful lot of their people in unnecessary phone calls. I also asked her what would of happened if I happened to be on holiday on the 1st with no internet access would i get a fine for not sorning/taxing. She couldn't answer that one!
 
Side topic, sorry, but i'm planning to SORN mine after 6 months tax is up as i'm planning to import my zed over here in holland to get it dutch-registered etc. (Have to have owned it 6 months first)
Should i make sure the SORN is submitted way before the tax is up just to be on the safe side? Is that the moral of the tale here? Just incase something goes wrong and i fall foul of mad DVLA rules...
 
SO, after a pointless 30 min call to the DVLA, it transpires that they actually DON'T run the DD system, it's farmed out to Capite, the jokers who also run TV licensing!

AND DVLA are aware that there is no facility to change bank details mid term, and there are also no plans to implement this facility.

What a stupid bloody system! I take it the 5% DD surcharge is how Capita make their money on this..

death and taxes

only 2 sure things in life

I dislike car tax, but i dislike the fuel tax more, should they chose to follow this route in the future, as the price of fuel is constantly up and down there is no clear indication on the tax we actually would pay..
