Looks like it's broken to me. Though it's a lousy photo, the sensor harness should have a clip around it at mid photo-- it's just flopping loose. Found it while cleaning wheel and wheel well (and enjoying the heat recently installed in my garage!).

It will be interesting to see if the same has happened on the left rear as well.
