Any ideas what this is for

It's the bracket for an emissions control device, which was fitted on some cars, in some markets.

Not quite a BHP reducer - it's for an auxiliary air pump that's used to reduce emissions during a cold start and help the catalytic converter warm up faster. Even when it's very cold, it's disengaged within a couple of minutes.
 
And as far as I know that part was only fitted to M models in the UK, so you aren't missing anything!
