Certain domestic electrical work can be done without being Part P registered. There is a Building Control Guidance Note that explains what you can do.

When selling, you need to get it certified anyway so it does not matter anymore who did it.
 
I rarely do more than changing a light bulb or plug. No shocks yet, so think I'm off the hook :)

In Scotland,part p isnt required..just an electrical test certificate/minor works cert. when having an Inspection and testing done/when having alterations or additions to existing circuits,etc.
