Another Headlight adjustment question

Folks,
Nearside headlight will not adjust vertically, adjusters under the bonnet turn with no appreciable movement in the beam up nor down.
On startup offside light adjust automatically however the nearside doesn't.
Is my only alternative to pull the bumper, are there any adjustments that can be made to satisfy MOT ?
Advice much appreciated,

my guess is the adjustment control is broken and more than likely if you cant fix it is a new headlight.
