Another BT problem. Won't go into pairing mode

I know there were 100+ posts regarding Bluetooth pairing, but I could not solve my issue: the car won’t go into pairing mode.

Key to 0: 3 seconds pushing the button on the lid.
Key to 1: still pushing the button. Release after 3 sec. and nothing is happening. The screen says: “Activate phone”, noting about Bluetooth pairing.

Please help, since this is driving me really crazy and I feel like an idiot.

PS: Z4, 2005 with navi.


UPD: have checked the 49 fuse 'telephone' - OK.
 
Hi I had similar problems, here was the method I followed and it has worked

1) With the key in 0 position (inserted but not turned) hold down the button on either the lid or steering wheel as I believe they do the same thing
2) Turn key to first stage and release button, "Activate Phone"
3) make sure Bluetooth is turned on, enter the Bluetooth menu on your phone and search for device (in this case your Z4) once discovered enter the bluetooth pass code in your user guide (4 digits)
this should now connect.
 
Try deleting all existing pairings in phone and car ( if there are any )

OK, made a deeper research. I've got a TCU unit, since I have a BMW assist (it is not activated, but when I push SOS in apparently calls 112). As far as I understood, the TCU units are into pairing mode after every start of the vehicle. The phone still cannot see anything (tried different phones), is there a way to reset the TCU or understand that it needs replacement?
