Alternative cheaper specialist option for programming wheel?

Spoke to two people at BMW, both said it will need programming on the 07 car. 130, is there anywhere in Birmingham that offers this service? or a specialist you could recommend?
 
Dealers will always say something needs programming to work. Easy money, plug in and leave for an hour! What they probably mean is that the car data string or whatever needs updating to show this feature is included. Doesn't mean it needs that to work. Cruise control is a perfect example. :)
 
So it's installed and isn't working?

Re-check ALL wiring, especially any connections you may have made.
Check fuses.
 
You may need the retrofit cable.
