Same could be said for a number of F1 tracks where it’s impossible to overtake or the race is won in the pits.

If Hamilton had overtaken, there would not have been a problem, but he decided he was not going to 'take the place back' at that point because it would mean that Verstappen would get DRS and pass him again more easily. So Hamilton decided I will only take back the place where I want to and certainly not approaching a DRS zone. I don't doubt that Verstappen's braking was to slow more before the DRS zone because Hamilton was not going to pass him and was probably thinking, 'well pass me, won't you' (some expletives might be missing). Hamilton knew that Verstappen would have to give the place back regardless of whether he got team orders. These guys have been racing since their ages were in single figures and know the rules. Hamilton was close to collapsing at the end of the race and was hurried away and out of sight by his trainer. A similar thing happened when he had Covid.
