A True Story.

The Head Custodian at a High School I worked in noticed that the Block Consumable Order Form included both single and double ply toilet paper.
Thinking that having 2 Ply for the Staff Toilets would be appreciated by all,
he ordered up a case for his inventory.

Later when the Block PO was returned to staff, he was surprised to see that the 2 ply item was rejected.
A footnote on the PO -
"Item restricted for Board Office Use Only"

We always figured the biggest arseholes got what they deserved.
