No, it was intentional. I saw the guy just park the car and walk away towards the nearby office building as if nothing had happened.
Looks like the "I have a big old V8 and rules don't apply to my Chuck Norris ego" kind of syndrome.
I would try to locate a traffic warden. Have done it several times at work where people park their rear ends over the entrance to our work car park. Cant stand it!

My exact thoughts, especially that it is the area I live in - so, in a way, I feel responsible for it. The good thing is that when I phone them on a more or less regular basis, they later tend to patrol the area with a greater frequency.
