A close shave - rally spectators on the outside

I went to a local rally last weekend. Two spectators were foolish enough ignore the instructions and chose to contemplate the rally from the outside of the turn. Fortunately, no one was harmed.

If it's the same as the UK, then marshals can only advise the public on where & where not to stand.

Unless you go to the IOM TT where marshals are given temporary constable status so they can tell people to 'move...or else'.
 
We do that all the time over here in Canada...
