2007 si sport steering wheel with paddles

My sport steering wheel with paddles has black spokes but they are are coated with something thats a matt finish, i have manages to remove some of this with great effort and it comes up black gloss finish very nice, but I have some areas behind the spokes I am struggling to remove has anyone a suggestion as what to use to remove it. I,ve tried white spirit up to now but its still very stubborn to get off. tried pressure wash cleaner, no better luck , any help !

also the paddles are mat silver but in a small area worn or chipped off its nice shiny chrome underneath . what are yours like ?
 
Both steering wheel and paddles in very good condition, although I suspect the previous owner wore rings as the black finish is a bit marked around an area rings would rub. Not too noticeable but still there.
 
Ha - it's meant to be stubborn. The idea is not for it to be easily removable, so that the black coating lasts without showing wear.
Would like to see pics of the finished job if you can - thanks.
 
will do, wish i was in nz had a great tour there crickey it was nearly 20 yr ago for my 25th aniversary . did some hang gliding in queenstown with the world champion guy.I,ll find that pic to for you.
