It is replacing the shocks but with Bilsteins, rather than standard OEM, which are matched to the springs & fine-tuned to complement one other perfectly. Mainly on the recommendation of their most senior mechanic who has a lot of experience setting up cars for road, track & rallying.
As I see it replacing just the springs should be an improvement over the OEM setup, but not as much as replacing the springs, top mounts and the shocks together. You pays your money and takes your choice.
