Part #51-71-7-017-022, mine is cracked in places and small pieces are actually missing.

Anyone with FHE replacing theirs?

The cheapest I’ve found online is $305 USD. It appears that you need a handful of plastic fasteners too, they bring the total to about $320.

Any suggestions for a quality tool to remove the wiper arms?

Am I correct in assuming that I don’t have to remove the hood (bonnet)?

You do not have to remove the bonnet. Get lots of penetrating oil on the arms and spend hours wiggling them from side to side. You can buy a special puller for not much money. If you decide to use violence then take care not to break the windscreen.
 
16mm nuts on the wiper arms. To free them from the splines, press firmly several times, sometimes quite quickly, on the pivot point a little further up the wiper arm. This instills a wiggling type effect and they will eventually come free of the splines.
No need for a puller of penetrating fluid.

One sharp tap on the end of the pivot with a hammer is all it usually takes
 
I spent a good hour trying to remove by hand even with a puller it took quite abit of force before they popped off, maybe my car has spent most its life outside
