Remember that a key of their design is they are detachable. In the event of a minor crunch or even push on the bumper the bracket releases. If it's fixed then you bend the metal wing and have an eye watering bill
The problem I have is that one side the bracket is partially damaged so doesn't clip to the wing properly so was thinking of zip tie to keep in place better, would that still cause an issue?

Yes - just replace it. The idea is that the top half of the bracket stays fixed and the bottom pops out. As they tire or have the bumper removed many times that point weakens.
