If you're buying them for winter use, you don't want a staggered setup - the narrower wheels work better on snow/ice
 
Bet they sold you some old stock tyres:

I did wonder why the OP purchased wheels & tyres separately as wheelbase do some fairly good deals on packages - I got my winters from them as a combined deal and they came with the tyres fitted and balanced. It might be a few £ cheaper getting them separately but, once you add in the cost of valves/fitting/balancing and the arsing about getting it done, I can't see that it produces any worthwhile saving.

Sure - if you can get the wheel and tyre combo you want then you save 1 lot of freight, fitting, balancing, valves and somehow transporting it all to and from a fitters. Not sure we can comment of the value of a particular deal, but tend to agree I'd have 4 wheels and tyres all done and delivered to bolt on.
 
I have local company that fit and balance x4 tyres for £20. I really wanted the nokians. If I can save £20-£30 Its a no brainer.
I can borrow a company car and get the tyres sorted no probs. Its £100 ish saving using that particular wheel company with the Nokians.
 
At 10 "o" clock we watch our national news followed by the local with a weather report immediately followed by the national weather. The two are invariably miles apart. One will often say rain while the other doesn't even hint at it! Always makes us laugh and question the validity of weather reports. :lol:
