I only noticed that in the office building last week, you feel a bit awkward looking over the top.

Unofficial answer:
I'd have to say most likely easy to check if occupied by looking at the feet, easier to clean, the door won't rot away as fast with water touching the bottom of the door, cheaper to make, and better airflow... don't know about you but, I'd much rather be in an american "loo" with all the holes than a tiny sealed off one on taco night :lol:

And if you think about it, you'd have to try pretty hard to actually get a peep at someone in there.. the holes/cracks are big but not big enough to see through just from walking by but, if you're above the stall doors when standing then I can see that as being a major issue :|

They not only have wide gaps around the door, in most places the door is high enough off the ground for somebody to limbo-dance
under. :o
