I'm not sure how it works in Canada where this happened. In the US the local Fire Dept defines the LZ while the police control traffic and assist with keeping the area clear. The pilot can reject the LZ if he feels it's unsafe. There is no reason to land in a marginal area. If necessary transport the patient by ambulance to the nearest safe LZ which can usually be found within a mile or two at the most. Ball fields, parking lots or open field are usually excellent options and often not that far away.
However, once it all went wrong the pilot did manage to do a somewhat controlled landing....
