What is the best way to refurbish wheels?

I found just one place around here that refurbishes wheels but I'm not sure they are doing it the best way. When I asked for a quote ($75-90/ea) he said it depends on how intricate the wheels are for sanding before paint. When I asked about doing them flat black he said I should know that over time, the polishing action of washing the wheels will start to make the flat finish slightly glossy...

Is sanding common? I always assumed most places would either sand blast or remove the finish with an acid bath (a la Wheeler Dealers). If it's just roughing up and painting, I could do that myself! I'm an excellent aerosol painter.

Shouldn't flat black stay flat? They using a flattening agent in their clear he said, but I've never heard of this becoming glossy over time...

Is paint even the right choice? Would I be better off with powder coat? This would probably be more expensive though - and I already need to buy new tires.
 
Would never tackle this job myself. If you want it done properly take it to the pros. Way too much work involved and requiring the right tools and equipment.

I took my other car's wheels to be done recently.
They were blasted and powder coated with silver paint then powder coat laquer on top. They look brand new oem finish internally and externally. They then balanced the wheels with correct type weights on the inner part of the wheel.

My mate does panel work for top end cars and he recommended this place to me.

I couldn't be more satisfied. Approximate cost all four wheels £250 $?. But I got a bit of trade discount.
