If there is no proper speed limits signs (correct colours in accordance to Highway Code etc), there are no 20mph limits.

You often see them with colours reversed and such.

Sure I have read somewhere that legally 20mph speed limits are unenforceable and only advisory?

Some are legal limits and have the correct markings

If the marking isn't correct, it cannot be a speed limit sign, and is a sign it is not an enforceable limit.

I believe that the Association of Chief Police Officers have told a Parliamentary Committee that the Police will not enforce them as they expect them to be associated with other traffic calming measures which will do the job for them. Only "wilful" abuse of the speed limit would be prosecuted. So apparently enforceable but won't be enforced if that makes sense?

As stated above.... We have several 20mph zones in Blackpool... but the police confirmed to me that it is advisory and not enforced.. 30 being the legal limit....
