I rarely use my mobile phone on the road. If someone wants to talk, they can wait until I get to my destination. Most calls are never emergencies anyways. Sometimes I'll use the Bluetooth handsfree in the car, but the quality is less than I had expected, so I shy away from that too.
What I don't get is why people would ever text while driving in the first place. Is a text message worth the collision risk? I'm all about freedom and equality for all, so I really don't care if someone gets into an accident while texting. But I do care about the unfortunate people who get into an accident because of some dumbass in another car texting while driving.
Good luck enforcing it, though... it's not going to be easy.
