Strange exhaust probtuberance

Whilst looking glumly at my broken spring in the rain today, I noticed this rubber bush thing attached to my exhaust by a bolt. It doesn't seem to provide any kind of attachment purpose, as the exhaust is held on by the other hangar in the top left of the photo.
So what is this thing, and what does it do ?
