I can comment on an auto and it sure will given that it:
It causes the cruise control to accelerate to pre set speed quicker
It hold a lower gear for longer /higher revs
The more sensitive throttle is likely to cause more zealous use, but I guess could be overcome

Manuals are almost certain to cause more sporty driving causing more fule use
