Perhaps the mods can put this is a better place but for now I hope this helps others.
My car has slow to retract seat belts, they just dangle around, I located the problem and it's an easy fix. It must be a common problem.
A small plastic guide clip jams the belt, it should be clipped in. Look at the pictures and it will become obvious.
Open the boot and unclip the panel directly in front of you, the one behind the seats, and pull it up to expose the seat belt 50 torx.
Remove the bolt and pull the unit out (slowly and keep it straight).
This plastic clip should be fitted into the top of the seat belt unit, it pivots.
It fits into two holes holes, left and right.
Clip it in, it should then look like this.
