Yes until you have the docs back from the DVLA you still use the number you are retaining. Once you've got the docs back you can then put the old plate back on the car. I've always waited for the docs before putting the old plate back on. Now you can check via the vehicle enquiry via the tax online system so you know when the plate has been removed if your uber eager to get the plate back on
My E88 was on a pirate plate from new so it had to be assigned a number so if I had been retaining my plate then selling the car then I wouldn't of known what the new number would be until I got the docs from the DVLA and I couldn't have a plate with those details made up until I had a V5 from the DVLA.
