Remove headlight washer

I removed my bumper to replace one of mine. I definitely wouldn't try and remove it with the bumper in place.

with wheel off it can be removed without bumper off... but its fiddly to say the least, i persisted and got it done but to be quite honest if i did it again i would have the bumper off

You need to be quick. Grab a piece of cloth, and a large cable tie...

Make the tie into a loop, then have someone operate the washers. When its is extended, grab it low down with the cloth, pop the cable tie over the top and slide it down, then pull it tight to hold the cloth in place.

Top should clip off easily..

Discussed with various options including not removing the bumper (but I reckon you would need hands like ET :P ) and some pics

If you are just tying to remove or replace the painted top, then easy. Either lift the jet with finger nails or have someone operate the washer. One lifted up the top just unclips from the mechanism

How is it held into the bumper?
I can get the car jacked up and arch liner out.

The arch liner takes about twice as long to remove as it does the bumper. Pointless really. Removing the bumper takes 10 minutes max and gives you complete control over what you're doing, rather than having to fiddle through the wheelarch.

It can be removed through the inspection hatch in the wheel arch.
Using finger nails gently lift the cover up and unclip (easier to remove the diamond shaped clip as less likey to damage painted cover)
In the inspection hole you should be able to see the nozzle. It's held in place by two clips half way up the body and (IIRC) one at the bottom.
Now the trick is to put pressure on the top of the nozzle with one hand and try to release the clips with the other.
you may end up spending more time this way than taking the bumper off but I wasn't keen on that.
Good luck.
