rear suspension question.

Jacked my car up today and noticed the suspension looked rather odd. On one side, the black cover was still covering the metal thing (sorry, I can't think of the correct term) and on the other side the black dust cover was all the way down, exposing the metal thing like so:

I'm aware the tyre tread is rather low! The reason I jacked the car up was to remove the spacers as new tyres are going on tomorrow and i'd rather re-fit them myself (i'm a bit odd).

Anyway, is there something wrong with the rear suspension? I'm not sure whether the dust cover is supposed to be up or down when the car is jacked up.

Just push the bumpstop back into the plastic dust cover and shove it back up
