Looks like you may need to start wearing belt and braces when your looking for prices , that second price is pulling your trousers and undies down :lol:
Did my suggestion do the first quote ?
I know if you say it quickly it doesn't sound like a big job but there's a lot of skilled labour in what you want , also the guys quoting have a lot of expense in insurance and the like . I can't help but think you'll start to do the welding yourself then realise just how much work is involved , good luck whichever way you proceed .

Quite happy to make it up, a section at a time. I realise there is a lot of labour etc involved, but such a massive dofference to quote for the same product??

Second contractor maybe has enough work for the near future so bangs in a big price , if you accept it it's worth paying overtime or sub contractors to do it , if you don't accept they don't lose anything .
