Proposed new offences for vehicle "tampering"

A government bill has been proposed which contains a very worrying “Tackling Tampering” section buried within and was unnoticed by many until the official response was closed.

This legislation threatens to destroy a huge market in the UK employing hundreds of thousands of people; it is ill thought out with a huge spectrum of adverse affects.

A petition has been started to fight this legislation so, if you think you should be allowed to fit aftermarket wheels, radio, repair parts etc, please sign up and please pass this information along to any like minded people and forums you know

This has also been talked about in automotive magazines, press & forums for the last couple of months, so you had time to add your feedback. But as with any government documents the intent tends to be lost when it comes to implementation :P

The (closed) consultation document is here (and reproduced below)...as the Petition couldn't even be bothered to supply a link and just decided to post a Daily Mail style moan.

The 'Tackling Tampering' section was not 'buried' - it is on the main contents page along with 7 other items. If you think that's 'buried' then you're as blind as a bat and shouldn't be driving anyway :poke: and the document says it's to avoid bypassing or reducing the effectiveness of a system...so their 'better brakes will be banned' theory doesn't apply....wonder if they've actually read the relatively short section?

We will create new offences for tampering with a system, part or component of a vehicle intended or adapted to be used on a road. This will enable us to address existing gaps in the legislation, ensuring cleaner and safer vehicles. This will strengthen our ability to enforce compliance in this area.

  • a specific offence for removing, reducing the effectiveness of, or rendering inoperative a system, part or component for a vehicle/NRMM and advertising such services
  • a specific offence for allowing for use or providing a vehicle or NRMM that has had the operations described in the previous 2 points performed on it
  • a new power to require economic operators to provide information, where a service/product they have supplied amounts to or enables ‘tampering’ with a vehicle or NRMM – this would apply in any of the above senses and include requirements to provide relevant information on the quantities of products sold or modified
We would like to emphasise that our policy intention is to prevent modifications that have a negative impact on road safety, vehicle security and the environment.

We do not intend our proposals to:
  • prevent legitimate motorsport activities
  • prevent restoration, repairs or legitimate improvements to vehicles, such as classic cars or motorbikes
  • negatively impact businesses involved in these activities
 
P.S.

I'm not saying I agree with what they government will probably end up doing, as we know how inept they are at actually implementing what they intended to, but until the specifics are detailed and a bill/legislation comes to the House, it's a bit pointless asking the House to review it!

We also know that an MOT is not a guarantee of future roadworthiness and cars can be made to pass MOT tests only to drive away with more soot coming out of their backsides than Drax.

Maybe it will be like the German TÜV where the parts/mods/upgrades have to be certified...and may stop some of dodgy ebay 'remap' resistor chips, cheap wheel spacers, poor quality alloy wheels, etc. :thumbsup:

They definitely need to take some of the shoddy BMW wheels off the market :roll:

Thanks for the info. I looked at the petition but didn't sign it as, as you say, there was no info as to what the bill entails, just a "this is terrible sign up" type of thing.

It's reached 100,000 signatures so the muppets in government will have to put down their cheese & wine and think about how their proposals are going to affect real people.
(But, of course, any new rules won't apply to them).

...and yet some of the posters on here would rather they spend time being forced to discuss all these stupid/frivolous 'petitions' than get on with those more important things.

FFS, we can see why the country is going the way it is :headbang:
