Poor ventilation

Only had my 2003 Z4 for a few weeks now, but something I've noticed is the lack of airflow through the air vents unless I switch the fan on. Is this a filter change required or clueless driver issue?

mine mists quick in rainey weather just pop the fan in for two mins high the when clear on low...
I think its cos the seals are so good and its a small space...
