Polystyrene Foam

Have you seen it on more than once car, I had a quick look yesterday for this but only through the grilles, never popped the bonnet up to have a proper look?
 
yep, two cars at different dealers - just behind and below the grill looking int it from the front of the car. Really cheap and awful!
 
Will have a look for it next time, might go for another scan tomorrow actually. What purpose is it serving?
