Passenger side low beam out..Xenon

I have a question. When driving home last night I got a headlight warning light. Passenger side outboard low beam Xenon was out. What was weird was that the inboard light was glowing. Is this a controller or bulb or both?

When you say inboard light do you mean the turn signal/indicator, if so it does that to act as marker light

The headlight. Went out this morning and it is now working. earlier showed a fault "light switching center (LSZ). The inboard light ( next to outboard light) I assume is the turn signal) was glowing but the outboard one was out. May have a short???
