Well it was bad news, 
It turns out that all the rims on the car have been refurbed at some point, very badly. The reason for the paint flaking off is due to poor prep work when they were last done. Grit, oil and other contaminates are trapped between the primer and paint layers.
BMW have said that its best to strip the wheels and get them done again from scratch so its back on the phone to the dealer who sold me the car.
