Old Russian rocket motors

not heard much about this but my first thoughts are that the blame is trying to be shifted onto the Russians - er come on
 
These were 1960's Russian motors. It was kind of dumb of the U.S contractor to use them. But nobody hurt, just the astronauts who won't get their 5,000 lb payload.
