o3 plastic problems

Has anyone had this problem or heard excuse: I took my 2003 to a German auto repair shop (in business 20+ years) to have the top hinges/rams replaced. It was enough that this job cost $1800, but when I picked the car up, the owner said in the process of replacing the top, the center plastic divider between the seats cracked (“broke”). He said he glued it so it is barely visible. His excuse for gluing and not replacing what he broke was that German cars require the plastic to be biodegradable. As such it is cheap plastic and not expected to last. He said the fact it has lasted 8 years in the Florida climate is all one could expect. Was he just to cheap to pay for replacing what he broke?
 
This has been an issue with older BMW cars yes (the e28) where BMW has been using biodegradable plastics for the cooling system, where there have been failed expansion tanks, impellers, etc. Haven't heard of this issue in the newer bimmers though.... although the newer plastics are both recyclable and biodegradable, it is a new formula.

I suspect the indie is just being cheap though. Regardless of if it is a weak part or not---fact is, he broke it. He should replace it.
