Based on what? I'm sure we all wish it was, but how do you know?
It almost looks like they've been Plasti-dip painted, so at least they can be easily peeled back to original colour. At least, that's my wishful thinking....

If you zoom into the picture, you'll see bits of silver but no "curbrash" id say photoshopped 100%
